Between 1964 and 1973, during the Vietnam War, Laos was declared neutral under the Geneva Convention, but American paranoia about communist expansion turned the country into the target of a secret war and the most heavily bombed nation in history. Two million tons of cluster bombs rained down on the country, but many of them never detonated.
